How do you break the silence when meeting someone new?

To be particular, how do you react when someone who's just feet or meters away, looks at you for a noticeably lengthy time, knowing that you notice their 'stare'? I mean, the awkward silence is almost too hard to bear. It just happened to strike me this afternoon.

Shy as I am, I'd probably just act 'dumb', look the other way, and hope they didn't notice this notion. Otherwise, I just politely respond with a 'hi', 'hey', or 'hello'. What do YOU do?
